Increase In Crude Oil Production: Presidential Amnesty Programme Deserves Commensurate Increase In Budgetary Allocation – Niger Delta Women Group
…Urges President Tinubu To Increase The Salary Of Amnesty Programme Beneficiaries To Sustain The Existing Peace
As the country celebrates and praying for more increase in Crude Oil Production, it’s proper and necessary for the Federal Government to reflect and review the root causes and implications of the 1990 Niger Delta crisis and the reason and contributions of the Presidential Amnesty Programme, under the supervision of the National Security Adviser.
“In retrospect, tension in the Niger Delta region in the 90’s really reduced the National Economy to a near granded Crude Oil Production in the country as a result of ethnic rivalry, struggle for oil wealth, couple with environmental degradation, followed by sea piracy and kidnapping.
And also in retrospect, the 1998 crisis between Ijaw Youths and Federal Troops leading to the declaration of State of Emergency and Curfew in Bayelsa State.
“In a bid to remediate the situation, late President Musa Yar Adua declared the Presidential Amnesty Programme (PAP) that lead to the end of disruptive agitations. The programme was designed to train ex-agitators accompanied with stipend support and empowerment, this lead to an improvement in Crude Oil Production in the country.
“The increase of Crude Oil Production was base on the contribution of the Presidential Amnesty Programme (PAP) the country is enjoying today.
“The National Coordinator of Niger Delta Progressive Women Worldwide, Comrade Miebi Andakuro wish to appreciate, acknowledge and commend President Bola Ahmed Tinubu for his desire and love for the Niger Delta by appointing a thoroughbred and well prepared stakeholder which is a product of the struggle that understand the root cause of the problem to pilot the affairs of the Presidential Amnesty Programme (PAP), in the person of Chief Dennis Otuaro.
According to Comrade Miebi, “The President has gained the confident of Niger Deltans for making the right choice for the appointment of Dr. (Chief ) Dennis Otuaro to the affairs of the Presidential Amnesty Programme (PAP).
“As a product of the struggle that understand the root cause of the problem engage governors, traditional rulers, stakeholders and leaders of ex-agitators across the Niger Delta hence the existing peace in the Niger Delta region which has facilitated the increase in the Crude Oil Production in the country.
According to the national coordinator, Dr. Otuaro is a true patriot and has changed the narrative from previous coordinators. We the Niger Delta Progressive Women Worldwide is appealing to Mr President to as a matter of urgency consider an upward review of the budgetary allocation of the Presidential Amnesty Programme (PAP) to reflect the current economy situation in the country.
She said, increasing the allocation will enable the PAP boss to continue to do more to deliver on his mandate to the beneficiaries of the Programme to sustain the existing peace in the Niger Delta.
According to Comrade Miebi, “The present Administration PAP, is the only administrator that consider the involvement of women, host/impacted Communities and stakeholders, unlike previous coordinators of the Programme which contribute the existing peace in the Niger Delta.
“In other to sustain the existing peace in the Niger Delta, “We are appealing to President Bola Ahmed Tinubu to review and increase the budgetary allocation of all Interventionist Agencies to continue to sustain the existing peace for more increase in Crude Oil Production.
“The PAP boss as done a lot to sustain the existing peace in the Niger Delta, he has the capacity to unite all beneficiaries and stakeholders, owing to his level of competence and experience in the Niger Delta struggle, working with an array of committed and dedicated staff, especially his loyal Technical Adviser, Mr. Daniel Edgar Biu.
Like the saying goes, “Oliver asked for More”, we are appealing to Mr President for a commensurate increase in the budgetary allocation for the Presidential Amnesty Programme (PAP) in other to sustain the increase of Crude Oil Production and the existing peace in the Niger Delta.
